The Northern Line Extension project involves the construction of two new stations and a new tunnel from Kennington to Battersea. Ardent was appointed by Transport for London (“TfL”) in 2012 to promote the Transport & Works Act Order for the Northern Line Extension to Battersea. This new extension to the London Underground network will help regenerate the Vauxhall, Nine Elms and Battersea areas, supporting 25,000 new jobs and more than 20,000 new homes. There will be new stations at Nine Elms and Battersea Power Station, which are targeted for completion in 2020.

Ardent undertook all land services to support the promotion and implementation of the Transport & Works Act Order powers. We provided  land referencing, which included the production of the Book of Reference (over 3,000 individual interests), production of the Land and Works Plans, landowner engagement and consultation, objection management, negotiation of agreements and compensation advice. Ardent also acted as an Expert Witness at the Public Inquiry. In the TWAO promotion phase Ardent delivered the following:

• Promotion Strategy;
• Land Referencing – Book of Reference and Notice Service;
• Land and Works Plans;
• Landowner Engagement;
• Specialist property support during consultation- including public consultation events;
• Valuation advice & production of a Property Cost Estimate;
• Inputs into Statement of Case;
• Landowner Objection Management;
• Negotiation of Land and Works Agreements to mitigate objections and compensation risk.

Since the Order came into force Ardent has implemented the land acquisition powers through the service of temporary notices and through multiple General Vesting Declarations and managed the way the project interfaces with property by putting Settlement Deeds into place. In the TWAO implementation phase, Ardent was required to deliver the following:

• Programme & Discharge Retained Commitments
• Deliver Land Access & Acquire the LUL Estate in Land
• Landowner Liaison
• Settlement Deeds
